The European Bank for Reconstruction and Development (EBRD) has invested a record EUR 955 million in 37 projects in Romania in 2025, a significant increase compared to the EUR 707 million invested in 44 projects in 2024, according to a press release of the financial institution.
This is the highest annual business volume ever recorded in Romania since the EBRD began investing here in 1992 - a truly astonishing demonstration of the confidence of our clients, the commitment of our team and the strength of the Romanian economy
said Victoria Zinchuk, EBRD Director for Romania.
Green finance was again central to the EBRD's work in Romania. In 2025, 81% of EBRD investments in Romania were dedicated to the green economy, significantly above the Bank's average in all regions where it operates. Among the most important green projects was the €192 million financing package signed in November for three photovoltaic power plants - Slobozia, Corbii Mari and Iepurești II - with a combined new capacity of 531 MW and around 676 GWh of annual green electricity production.
Another notable transaction was signed in May - a €180.3 million EBRD loan for a €400.6 million financing package for a regeneration project in Romania's second city, Cluj-Napoca. The project will redevelop an industrial site into a combined retail, office, culture and entertainment district with major improvements to local infrastructure.
Collaboration with private companies, banks, equity partners and municipalities remained strong throughout the year. The share of the private sector in the EBRD's portfolio amounted to 86% of the total. Financing for local companies and financial institutions helped to strengthen supply chains, unlock new sources of competitiveness and promote innovation.
The EBRD has also continued its engagement with the Romanian authorities, particularly in areas supporting the green transition, energy market reform and private capital mobilization. Technical cooperation programs have helped advance Romania's implementation of EU initiatives such as Fit for 55 and REPowerEU, providing a stronger framework for investment in renewable energy and energy storage.
Overall, 2025 was a record year for the EBRD, with total investments of €16.8 billion, up from €16.6 billion in 2024, including a record €2.9 billion allocated in Ukraine, up from €2.4 billion. The bank operates in Central and Eastern Europe, Central Asia, the Southern and Eastern Mediterranean, and now Sub-Saharan Africa, and will publish its full 2025 financial results in the spring.
The EBRD is a major institutional investor in Romania. To date, it has invested over €12.3 billion in 584 projects.
