KMG International (Rompetrol) announces that it has taken note of the intention of the local authorities of Constanța, whereby three Rompetrol service stations in Constanța would stop their commercial activity in the coming period, following the refusal of the City Hall of Constanța to extend the association contracts under which the stations were built and operated. In addition, the Rompetrol Soveja gas station is the subject of a dispute before the courts.
”Rompetrol has repeatedly expressed its intention to continue operating the four stations (located in the Far, Dobrogea, Tomis Blvd. and Primăverii St. areas), as they are an important landmark in the city's configuration, but also an important source of revenue for the local budget, through the collection of taxes and fees”, reads a company statement.
”At the same time, we reiterate the fact that the cessation of the stations' activity could cause an imbalance in the local economic environment and from a competitive perspective, by reducing access to essential services and affecting urban mobility and economic activities in the areas concerned.
These stations offer extensive services - standard and premium refueling, AdBlue pumps, fast payment facilities for bills, taxes and fees (SelfPay terminals), parking, dedicated food and beverage areas, food and convenience stores and car washes.
At the same time, in partnership with the Foundation for SMURD, Rompetrol has installed defibrillators in fuel stations, including two of those targeted for closure (Lăpușneanu and Far). The project is one of the largest national initiatives to increase intervention capacity and all station staff have been trained by specialists to use the emergency medical equipment.
Over the past 25 years, Rompetrol has constantly invested in aligning its stations with best practices in the field, both operationally and environmentally. The fuel stations comply with all applicable legal operating standards and have not recorded any exceedances of environmental indicators or other problems that could endanger neighboring communities.
We emphasize the fact that in the four stations operated by Rompetrol Downstream there are about 80 employees who, depending on the decision of the local authorities, will lose their jobs,” says Rompetrol.
The company asked the local authority to reconsider the situation from a commercial, legal and administrative perspective and proposed several legal options to keep the stations in operation, but the local authority did not accept any of them.
In Constanța, Rompetrol also operates two other stations - one in the CET area and one in the Brătianu area. These will continue to be available to Rompetrol customers, many of whom fill up exclusively with locally produced fuel in the nearby Petromidia refinery.
”In addition, we recall that Rompetrol has ongoing commercial contracts with hundreds of economic operators in Constanta, but also with public institutions, including companies subordinated to local authorities - CT Bus, the public transportation company serving the municipality of Constanta. We make a public appeal to Constanța City Hall to take into consideration the arguments constantly put forward by Rompetrol, which plays a vital role at local, national and regional level, its activity being of strategic importance. The Petromidia Năvodari refinery (part of Rompetrol Rafinare) is the most important industrial asset in Dobrogea and the third largest contributor to Romania's state budget. Rompetrol generated, between 2007 and 2025, payments of more than 27 billion dollars paid to the state budget, with an average annual contribution of more than 7 billion lei (1.4% of GDP at the 2024 level). At the same time, the Group is one of the largest employers in Romania, with over 3,400 direct jobs and approximately 15,500 indirect and induced jobs - Rompetrol companies, partners or suppliers.
”We reiterate that, only in Constanta County, the impact of KMG International Group was 6.7 million dollars in the last 5 years, through taxes and contributions paid to local budgets, the commercial activity generating about 2,300 jobs, resulting in 25 million dollars in the last 5 years, in taxes and duties paid to local budgets.
The company reserves the right to defend its commercial interests and will take all legal steps to protect its current business and jobs.”.
