The European Bank for Reconstruction and Development (EBRD) has launched the InvestEU Portfolio Risk Sharing Facility in Romania, marking a major step forward in mobilizing sustainable private and public investments across the country.
Through InvestEU guarantees, the EBRD expects to mobilize over EUR 270 million in new green financing from banks for individuals and legal entities in Romania, ensuring much-needed energy savings and carbon emission reductions.
The guarantees will be available for a wide range of borrowers – from individuals to large corporations – and will unlock financing for projects focused on energy-efficient buildings and sustainable transport. For Romanian households and legal entities, this translates into improved financing conditions, reduced collateral requirements, and more opportunities to invest in sustainable growth.
In addition to guarantees, the EBRD will also provide local banks and final beneficiaries with comprehensive technical assistance, funded through the InvestEU Advisory Hub.
LIBRA Internet Bank is the first bank in the country to join the program, and it is expected that more local financial institutions will join the program in the near future.
InvestEU is a flagship initiative of the European Union aiming to support strategic investments in sustainable infrastructure, research, innovation, and digitalization, small and medium-sized enterprises, as well as social investment and skills. It provides a guarantee instrument to unlock financing that would otherwise not be available, focusing on projects that promote long-term growth and resilience.
BERD is one of InvestEU Programme's main implementing partners and implements portfolio risk-sharing instruments for financial intermediaries in EU economies where it invests. By collaborating with local financial institutions and market players, BERD ensures that InvestEU support is delivered efficiently and is aligned with local needs and opportunities. BERD's InvestEU guarantees and advisory support in Romania are financed through the country's Recovery and Resilience Facility, through which the Romanian government has contributed to the Member State compartment of the InvestEU programme.
Romania joins Bulgaria, Croatia, and other EU markets in launching the program, and this launch event marks the beginning of a new phase aimed at closing the sustainable investment gap and accelerating its green transition.
Speaking at the launch event in Bucharest, EBRD representatives emphasized the importance of strong partnerships with Romanian banks, businesses, and the government to unlock the full potential of this program.
BERD is a long-standing partner of Romania in supporting private sector development and sustainable growth.
The bank is a major institutional investor in Romania, with over 12.4 billion euros invested in 589 projects to date.
