The Ministry of Energy and the Ministry of Finance, with the technical support of the Romanian Digitalization Authority (ADR), announce the launch of an Expression of Interest (EOI) for the identification and preselection of a Consortium Leader for the development, structuring, and implementation of the Black Sea AI Gigafactory project in Romania, the Ministry of Energy announced.
The project is designed as a strategic computing infrastructure initiative for artificial intelligence, of national and regional relevance, intended to support the development of advanced digital and industrial capabilities, strengthen Romania's role in the emerging European artificial intelligence ecosystem, and position the Black Sea region as an important location for next-generation AI infrastructure.
Through this EOI, the Coordinating Authority aims to identify interested and qualified entities possessing the experience, financial soundness, and strategic capacity necessary to lead the preparation of the Project, form and coordinate an appropriate consortium, and support the development of a credible, scalable, and implementable investment concept, in accordance with applicable Romanian and European Union legislation.
At this stage, the EOI represents an initial market sounding and pre-selection endeavor. Its purpose is to identify a Consortium Leader with demonstrated capability and credibility for a project of this nature and scale. Consequently, the Contracting Authority is not requesting a final technical design, final consortium composition, final investment structure, or firm financing commitments at this stage.
Stakeholders are invited to submit an indicative development concept covering at least an initial implementation phase of approximately 20,000 GPUs or equivalent AI accelerators, along with an indicative approach to demand, utilization, scalability, and project delivery. Any such information submitted at this stage will be considered non-binding and will be used solely for evaluation purposes.
