The Ministry of Finance is implementing a blockchain-based system for managing, storing and verifying tax receipts issued by electronic tax cash machines.
„The project Development of tax voucher services through blockchain technology (BF-CHAIN) responds to a real need for transparency, security and simplification of the relationship between citizens, business and tax administration. The use of blockchain technology makes it possible to create a secure and unchangeable digital register in which tax receipts are automatically recorded without the possibility of subsequent modification”, reads a statement from the institution.
This ensures the correctness of tax data and significantly reduces the risk of errors, losses or fraud, the source said.
The project aims to ensure that data is stored in a cryptographically secure digital ledger that cannot be altered at a later date without recording evidence of the changes made, and to bring important benefits such as increasing tax transparency, reducing the risk of fraud or human error and ensuring a clear and verifiable record of transactions.
„In practice, this means more confidence for citizens and businesses, more efficient administrative processes, but also the prerequisites for reducing bureaucracy and repetitive controls, as information can be quickly and securely checked in the system, without any changes to the cash registers already used in Romania”, reads the Finance Ministry statement.
By the end of the project implementation period, in December 2027, a minimum of 5,000 cash registers will be integrated into the system, with the number to increase thereafter as the use of the system expands nationwide. The implementation of the project will not require the replacement of the cash registers, as the system will be implemented after the cash registers have transmitted their receipts.
According to MF, BF-CHAIN offers citizens direct and transparent control over the tax receipts they receive as they can be quickly checked from the mobile app, providing certainty that the amounts paid are correctly recorded, digital receipts do not deteriorate, unlike those printed on thermal paper, and the history of receipts is easily accessible, simplifying the management of guarantees, returns and personal budgeting.
„For companies, the use of blockchain technology brings increased security to tax data by eliminating the possibility of retroactive alteration and reducing the risk of human error and suspicions of tampering with records. In the long term, it also means fewer physical tax checks, as authorities can verify data directly in a cryptographically validated digital ledger. This allows firms to focus on doing business rather than red tape and encourages a climate of voluntary compliance”, the statement added.
At the same time, the BF-CHAIN architecture allows the technology to be extended to other types of tax data, including electronic invoices. The integration of blockchain into the e-Factura system could support VAT collection and Romania's alignment with international trends in Real-Time Tax Reporting (RTR), MF emphasizes, according to Agerpres.
A distributed ledger for e-Invoice would allow automatic verification of invoices between partners; limit fraud by making each transaction unique and traceable; and the prospective use of smart contracts, which can automate tax deductions and payments, reducing cash-flow bottlenecks for the right companies.
The total value of the project is 46.87 million lei, of which 32.2 million lei are non-reimbursable European funds. The project is co-financed by the European Union through the European Regional Development Fund (ERDF) and runs from December 22, 2025 to December 22, 2027. The partners' co-financing amounts to 10.78 million lei, while the project's ineligible amount is 3.8 million lei.
