The Ministry of European Investments and Projects (MIPE) and the Ministry of Economy, Digitalization, Entrepreneurship and Tourism (MEDAT) announce the timely achievement of Target 267 of the National Recovery and Resilience Plan (NRRP) - a major milestone for the development of the Romanian economy and Romania's integration into strategic European industries, according to MIPE.
The target, related to Component C9 - Private Sector Support, Research, Development and Innovation, Investment 4 - Cross-border and Multinational Projects, aims at Romania's participation in the Joint Project of European Interest (JEI) „Low Energy Processors and Semiconductor Chips” and was to be completed by December 31, 2025.
By this deadline, Romania has fully met and exceeded its commitments, with the selection of more than 10 participating or associated entities; the contracting of projects with a total value of more than € 375 million, above the minimum threshold of € 360 million foreseen in the NRRP and one project back on track and completed
This result was made possible after the project was put back on the implementation trajectory and operationalized at governmental level, by unblocking procedures, re-launching the analyses and setting up joint assessment teams, following a clear political decision to seize this strategic opportunity for Romania.
The process was restarted and set in motion during the mandates of Ministers Radu Miruță and Dragoș Pîslaru, and the actual delivery of the result was achieved through a sustained effort of the MIPE and MEDAT teams. The finalization of the contract and the achievement of the target were ensured in the first days of Minister Irineu Darău's mandate, guaranteeing the institutional continuity of the approach.
Clear results: EU money attracted and the economy kick-started
The collaboration between MIPE-MEDAT led to: 23 signed financing contracts for direct and indirect participants; more than 375 million euro investments committed through European funds; payments amounting to approximately 112 million lei, made in December 2025, related to contracts signed in 2024 with direct participants in PIIEC.
The structure of the project is designed in such a way that major European investments generate a national ecosystem in which companies, universities and research institutes work together to develop technologies, skills and solutions with high added value and long-term economic effects.
More than a milestone: a strategic direction for Romania
The achievement of this target is not only the fulfillment of an obligation in the PNRR, but the confirmation of Romania's capacity to deliver large, complex and strategic projects when there is political decision, institutional coordination and accountability.
On the basis of this result, Romania is consolidating its position and preparing for participation in new European IPCEI-type initiatives in key areas for the economy of the future: artificial intelligence; advanced semiconductors and digital infrastructure; biotechnologies; clean, connected and autonomous vehicles; critical raw materials and associated value chains and innovative nuclear technologies.
Call to business and academia
Based on this result, MIPE and MEDAT are launching an open call to companies, universities and research institutes interested in participating in future European IPCEI-type initiatives under preparation at EU level.
Interested entities are invited to express their interest and to initiate a dialog with ministry representatives in order to identify mature projects with the potential to be integrated into European value chains and to attract non-reimbursable European funding.
Through this approach, Romania aims to expand its participation in strategic industrial projects, strengthen the national innovation ecosystem and attract new European funds for the development of the Romanian economy.
Economic growth based on technology, investment and added value is not a promise, but a direction confirmed by concrete results.
