Approximately 1.5 million phone numbers were transferred between electronic communications providers in Romania in 2025, the majority of which were mobile numbers, with users taking advantage of the possibility to change their provider without losing their number, the National Authority for Administration and Regulation in Communications (ANCOM) announced.

Since portability was launched in Romania in October 2008, over 14.1 million numbers have been ported between networks.

„Last year 1,497,999 phone numbers were ported, of which 97% were mobile numbers and the rest were fixed numbers. On average in 2025, more than 124,000 ported per month, with December registering the highest volume at over 170,000”, reads the press release.

ANCOM data indicate that portability is mainly used by individuals in the case of mobile telephony (86% of ported mobile numbers), while for fixed telephony porting requests come mainly from legal entities (75% of ported fixed numbers).

„In 2025, 1,453,878 mobile numbers were ported. Most users chose Digi Romania, which received 782,975 numbers. Vodafone por ported 379,453 numbers, Orange 247,364 and Telekom Romania Mobile Communications 44,078”, the statement added, according to Agerpres.

Of the total mobile numbers ported in 2025, 64% (933,992) were numbers used on a subscription basis.

As for fixed telephony, 44,121 numbers were ported in 2025, most of them to Orange (17,568), Digi Romania (11,379) and Vodafone (5,661).

In 2025, ANCOM registered around 1,560 petitions regarding porting of telephone numbers, with users reporting, in particular, the cancellation of porting processes, in the context of re-offer from providers they intended to give up, the source cited.

„ANCOM monitors compliance with the number porting rules and reminds providers that any practices that may discourage or unduly delay the porting process are contrary to the principles of competition in the electronic communications services market”, it says.

According to the source, the user applies for porting the number by filling in and submitting the porting application at one of the offices of the service provider to which he wants to become a subscriber.

„The porting request may also be submitted by means of remote communication, if the accepting provider has the means to carry out the necessary checks remotely in order to accept the request. Before initiating a porting, users are advised to check the conditions of the contract with their current provider. If the minimum contractual period has not been completed, they may be liable to pay penalties in accordance with the terms of the contract”, the document adds.
