The European Commission has approved a €150 million (RON 764 million) scheme notified by Romania to support electricity storage, in line with the objectives of the Clean Industry Pact.
This measure will contribute to the transition to a climate neutral economy. The scheme was approved under the State Aid Framework in the context of the Clean Industry Compact (CISAF), adopted by the Commission on June 25, 2025.
”This is the first scheme notified by Romania under CISAF. It will contribute to the deployment of new electricity storage capacity, which is a key factor for the large-scale integration of renewable energy in the energy mix. The measure will contribute to a cleaner, more secure and resilient electricity supply, in line with the EU's climate goals and the Clean Industry Pact,” said Teresa Ribera, Executive Vice President for a Clean, Just and Competitive Transition.
In the framework of CISAF, Romania has submitted to the European Commission a €150 million scheme to support the installation of new electricity storage facilities of at least 2,174 MWh, which will contribute to the objectives of the Clean Industry Pact.
The aim of the scheme is to facilitate the integration of variable renewable energy sources into the national electricity system by increasing storage capacity. Under the scheme, support will take the form of investment aid in the form of direct grants for new stand-alone battery energy storage systems. The scheme will be financed by the EU Modernization Fund. Beneficiaries will be selected through a competitive award procedure.
The Commission found that the scheme notified by Romania complies with the conditions set out in CISAF. Namely, the aid will be granted on the basis of a scheme with an estimated volume and budget, through a competitive award procedure, before December 31, 2030.
The Commission has also concluded that the scheme notified by Romania is necessary, appropriate and proportionate to accelerate the transition to a climate-neutral economy and to facilitate the development of certain economic activities which are important for the implementation of the Clean Industry Pact, in line with Article 107(3)(c) of the Treaty on the Functioning of the EU and the conditions set out in CISAF.
