Concelex, a company among the top builders in Romania, will carry out the structural consolidation, rehabilitation, and modernization works of the Dacia-Romania Palace (Pinacoteca Palace). The intervention aims to ensure the safety of a building of special importance, located in one of the most dense and sensitive built-up areas of downtown Bucharest, the company announced.

The property, which is listed on the List of Historic Monuments, is classified as a building with seismic risk and is currently managed by the Municipal Administration for the Consolidation of Seismic Risk Buildings (AMCCRS). The project aims for seismic consolidation and increased energy efficiency, with a contract value of 88.29 million lei.

„Through this contract, we are taking another step in protecting an emblematic building in Bucharest, reaffirming the Municipality's commitment to the preservation of historical heritage and its restoration to the community. Through complex structural interventions, carried out with care for the elements that define the building's identity, we aim to bring back into public use a landmark building for the city's history and for the Lipscani area.” declared Răzvan Munteanu, Executive Director of the Municipal Administration for the Consolidation of Buildings at Seismic Risk.

„In the case of the Dacia-Romania Palace, solutions must be implemented in such a way as to significantly increase seismic safety and energy performance, while preserving the defining architectural elements. The densely built area and the specificity of the building require careful site organization and precise coordination between specialties. Concelex's experience in the consolidation and rehabilitation of historic buildings allows us to manage all these challenges, from structural interventions to the integration of modern systems,” stated Cătălin Vișan, Deputy General Director, Concelex.

The project includes an integrated package of interventions: strengthening structural walls, foundations, and slabs, restoring facades and decorative details, repairing architectural and artistic components, as well as modernizing all installations. Works are planned to improve energy performance – from upgrading windows and doors and making heating and ventilation systems more efficient to solutions aimed at reducing energy consumption – alongside the implementation of modern fire detection and suppression, and security systems.

The property has a height regime of basement+ground floor+2 upper floors and a particular configuration, with a triangular plan, a rounded corner towards Smârdan Street, and continuous fronts on Lipscani and Stavropoleos Streets. The building is adjacent to the National Bank of Romania's branch and is part of the historic ensemble of the Lipscani area, which adds an additional level of complexity to the works, both from a structural point of view and from the perspective of site organization.

Built at the end of the 1800s as the headquarters of the Dacia-Romania Insurance Company, the Pinacoteca Palace has been at various times a bank, the seat of the Conservatory of Music and Dramatic Art, a restaurant, and even a shoe and leather goods store. In recent years, it was part of the Art Section of the Bucharest Municipality Museum, housing works of Romanian and European painting, sculpture, decorative art, and graphics. At the end of the works, which will last 36 months, Concelex will return the Pinacoteca to the cultural circuit.
