Romania needs to absorb almost 11 billion euro through the NRRP in the next six months, with investment projects completed, accepted and reforms carried out on time, based on the timetable agreed with the European Commission, by the deadline of August 31, 2026, says the Minister of Investment and European Projects, Dragoș Pîslaru.

”AMR 189 days of PNRR: Now or never! In the spring of 2025, approximately €4 billion of the PNRR was spent. Through the efforts and mobilization of the current government in recent months, we have reached €10.15 billion. This means that, together with the ministries and authorities involved, we have doubled the absorption compared to everything from 2021 to 2025. This is good news and I thank all those who understood the stakes and mobilized. But the challenge now is even bigger: in the next 6 months we need to bring almost €11 billion more into the country, with investment projects completed, accepted and reforms carried out on time, based on the timetable agreed with the European Commission, by the deadline of August 31, 2026”, the minister wrote on his Facebook page on Monday, according to Agerpres.

According to him, during the ordinary meeting of the Interministerial Coordination Committee of the National Recovery and Resilience Plan, the measures at risk of non-compliance with the NRRP (red) were analyzed and remedial measures were discussed with the institutions responsible for their fulfillment, which were asked to provide a firm implementation schedule.

„Prime Minister Ilie Bolojan's message at the meeting was very clear: those who will not carry out the projects they have undertaken will be held politically and financially accountable. If the responsible ministries and institutions will understand to do their job, then the results of the PNRR will easily be seen in highways, hospitals, schools, digitalization and investments that change Romania for the better. There is no more room for extensions, postponements or renegotiations. If we miss these targets, we will lose money, we will pay penalties and we will also lose the credibility that we have hard-won regain in the eyes of our European partners”Pîslaru added.

Prime Minister Ilie Bolojan told the meeting of the Interministerial Coordination Committee of the National Recovery and Resilience Plan on Monday that there will be „political accountability” for ministers and secretaries of state, including dismissals from office, if Romania loses money from the NRRP.

According to a government press release, the committee analyzed, under the coordination of Prime Minister Ilie Bolojan and the Minister of Investments and European Projects, Dragoș Pîslaru, the state of implementation of the reforms and investments included in the payment claims, the problems encountered and solutions to remedy them.

This concerns the outstanding issues related to payment claims 3 and 4 submitted by the Government to the European Commission, as well as those related to payment claims 5 and 6 to be submitted in the next period, the source said.

The meeting was attended by Prime Minister Ilie Bolojan and Minister Dragoș Pîslaru, Deputy Prime Ministers Oana Gheorghiu and Marian Neacșu, ministers and secretaries of state from the ministries that are coordinators of reforms and investments, members and permanent guests from the Interministerial Coordination Committee of the National NRRP.

Guvernul amintește că România are un număr total de șase cereri de plată, iar ultimele două – 5 și 6 – vor fi transmise în acest an. Cererea de plată finală are ca termen maxim de transmitere data de 30 septembrie.

Payment claim 5 will contain a number of 28 targets and milestones corresponding to the non-reimbursable financial assistance component and payment claim 6 will have a number of 151 targets and milestones corresponding to both the non-reimbursable and the reimbursable financial assistance component.

So far, Romania has exceeded more than half of the total amount of the NRRP, i.e. 50.08%, the government explained. Thus, our country has received a total amount of €10,722,201,578 (of which €6,402,360,157 for the non-reimbursable financial assistance component and €4,319,841,421 for the reimbursable financial assistance component), which includes pre-financing and the amounts received for payment claims 1 and 2 and partially for payment claim 3, the statement said.
